A ground-up rebuild of Maharashtra's DMA permits-and-licenses portal — a FastAPI + React platform with a bilingual (English + Marathi) Gemini-powered assistant and Pinecone vector search.
The challenge
The DMA portal ran on an outdated Drupal 7 monolith — 2-second-plus query times, English-only, poor on mobile, and unable to handle concurrent load for millions of citizens seeking permits and licences.
